An old bill added to husband's current bill - for arm sling?

So, more than five years ago, my husband had a surgery which required medical equipment - a sling or brace. It was part of a worker's comp case and we were told when the case was settled that there would be no further chance of anyone making a claim for medical billing or equipment. My husband has to have another similar surgery and needed another sling. They tacked on $75 for the old sling/brace from five years ago to the new copay for the current sling. Can they do that??? If not, how do we dispute? Dh paid for it because he was told it was the copay, but after closer inspection of the bill, there is clearly some small writing which says that the $75 is for the old bill that they had supposedly sent to collections 4 or 5 years ago. Dh called them and they told him they will not give him a refund on the old charges. So, his only option is to dispute the charges on our debit card with the bank. Is this legal? Should we go back and look at the worker's comp paperwork to see if they were included? Can we fight this? I know it's not much money to most, but right now, with dh on short term disability, we can't really part with extra money. Thanks.
