I feel like they do stuff like this intentionally. For example, I am engaged in a hipaa dispute that I was certain I would win. Well they immediately send out 2 letters stating new addresses which are bs variations of my apt number. Also they send my credit report with an explanation on how they verify medical accts, but it does not say they verified. Just an explanation of what they do. I believe its an atempt at confusing the consumer. So if I respond, now they got additional 15 days. I will take them to court this time!
