If a CarFax report shows vehicle damage from an accident or incident, but no structural damage, does that affect the value of the car. Or to put it another way, if I see a low mileage car offered for sale at a dealer for $3000 under the kbb or edmunds retail value, could I infer that there was major accident damage to the vehicle?
